Khoi started as a small settlement built for Vietnamese refugees after the Vietnam war. A majority of the resettled came from Vietnam’s Upper classes and political refugees, bringing an influx of foreign wealth which lead the city to thrive. The city is famous for shutting down it’s power plant and in it’s place they erected 40 wind turbines for power.
